REACH - Registration, Evaluation, Authorization of Chemicals

The European Parliament recently backed a deal, reached with EU governments, on wide-ranging legislation to control the use of toxic chemicals in industry and to make companies prove that the chemicals they manufacture and or use are safe to humans and the environment.

The Legislation (1907/2006/EC) is commonly referred to as REACH (Registration, Evaluation, Authorization of Chemicals).

Substances in volumes over one ton per year must be neither manufactured nor imported in the EU (even in preparations/mixtures) unless they are registered. Common European community understanding is that catalysts and adsorbents are considered as preparations. As a consequence, manufacturers and importers are required to register each substance contained in these preparations if the yearly volume of such substance is above the one ton threshold.

The REACH legislation did enter into force on June 1st, 2007. Depending on substance volumes and certain health and environmental classification, transitional periods range from 3.5 to 11 years have been decided (Art. 23).

As a responsible company, Axens will comply with all REACH requirements on due time and for that purpose, we have decided to introduce these actions into our Management System (ISO 9001/2000 ; ISO 14001/2004 ; OHSAS 18001/1999).

In such process, we have gathered below several elements dedicated to answer to questions our customers will be conducted to ask:

  • At this stage, substances requiring registration and contained in our product will be registered.
  • The timescale for this registration will be totally in compliance with the rules from European community, based on volume and health and environmental classification.
  • The registration will include customer’s applications in the “identified uses” as Adsorption.
  • There will be no interruption of the supply of our product.
  • Substances which would be directly imported from outside EU by Axens will be treated as requested by REACH. 6. Safety Data Sheet in compliance with REACH requirements will be implemented after June 2007 under initial form and will be made more accurate with new data when available from tests.
  • Axens responsible person for REACH Chemicals Policy Management is Philippe Travers.

Pre-Registration Companies had until 11/30/2008 to pre-register chemicals that are manufactured in quantities in excess of 1 metric ton per year.

Axens has taken advantage of the phase-in option and successfully pre-registered the substances requiring registration and contained in our products.
